NOTICE INVITING TENDER

Zambart is inviting Tenders for the Rehabilitation works of the Ndola City Council Abattoir located in Ndola’s Chipulukusu area from experienced, eligible, and competent Contractors/ Firms/Individuals and registered Companies based in Ndola District for an estimated period of four (4) weeks from the date of awarding the Contract and purchase order.

INSTRUCTIONS TO BIDDERS (ITB)

General: All bids should be submitted to: Gilbert@zambart.org.zm . Any bid submitted in paper form will be disqualified.

Further, the following instructions should be noted by bidders.

• A non-refundable application fee of ZMW 500.00 should be deposited, and a copy of the deposit slip should be attached hereto failure to which the tender Bid will be rejected.

The bidder must ensure that the tender document should be submitted before the prescribed closing date and time.

ELIGIBILITY CONDITIONS

i. A bidder should have experience of construction and building maintenance works and should have the following documents included in the BID: • Legal Company Incorporation/Registration Documents,

• Valid ZRA Tax Clearance Certificate, • National Council for Construction (NCC) • Engineering Institute of Zambia (EIZ) • Experience and competence of the Contractor • Detailed work plan • Qualification and Competence of key staff to be assigned to work on the project. • Reference of work performed and Recommendation letter from at least 3 clients on which the similar nature of work was performed in the last 3 years.

iv. Bidders are requested to write their names and full address on the Bidding Document.

v. Interested Bidders should submit their bid documents together with supporting documents supporting the tender.

vi. Zambart reserves the right to reject any or all Tenders without assigning any reasons whatsoever and not bound to accept the lowest tender.

vii. The Bidder is expected to examine all forms, specific terms, and conditions in the Bid Documents failure to furnish all information and documents required as per the Bid Documents in every respect will be at the Bidder’s risk and shall result in rejection of the Bid.

viii. All partners shall be jointly and severally liable for the execution of the Contract in accordance with the Contract terms.

ix. A Bidder shall not have a conflict of interest. All Bidders found to have a known conflict of interest shall be disqualified. Any bidder with a known conflict of interest and willing to take part in this tender must be able to declare as such.

x. A Bidder shall submit only one bid, either individually as a Bidder or as a partner. A Bidder who submits more than one bid will cause all of the proposals in which the Bidder has submitted to be disqualified.

xi. A Bidder that has been determined to be ineligible by Zambart, shall not be eligible to be awarded a contract.

xii. Bidders shall provide such evidence of their continued eligibility satisfactory to Zambart, as Zambart shall reasonably request.

xiii. Zambart may at its discretion extend the deadline for submission of the bids at any time before the prescribed closing date.

If you do not hear from Zambart within 30 working days after closure of tender submission date, kindly take it as your application was unsuccessful.

Summary of Rejection Conditions

i. If Bid is received without cost of the tender

ii. The bid shall remain valid for 30 working days from the date of opening of the bid (Technical Bid). A BID Submitted after the advertisement period shall be rejected.

iii. Zambart will reject a proposal for award if it determines that the Bidder recommended for award has engaged in corrupt or fraudulent practices in competing for the contract in question.

iv. Zambart will recognize a Bidder or Contractor as ineligible, for a period determined by Zambart, to be awarded a contract if it at any time determines that the Bidder or the Contractor has engaged in corrupt or fraudulent practices in competing for the Bid.

v. Specifications and other information in the bidding document. Failure to furnish all information required by Zambart or submission of a bid not substantially responsive to the bidding requirements in every respect will be at the bidder’s risk and may result in rejection of his bid.

vi. Non-attendance at the pre-bid meeting will not be a cause for disqualification of a Bidder.

SCOPE OF WORKS

I. Masonry works.

II. Removal of worn-out roofing sheets and replacement thereof

III. Installation of new window frames and fabrication of burglar bars for existing window frames

IV. Replacement of door frames and fabrication of burglar bars for existing window frames

V. Replacement of door frames, doors, mortice locks and gill doors

VI. Replacement of glass panes, window handles and peg steys.

VII. New installation of plumbing items in toilets

VIII. New installation of electrical items and connection of power

IX. Maintenance of Terrazzo floor by cleaning and vanishing

X. Plastering External walls and making concrete works

XI. Painting of roofing and steel members

XII. Painting of walls internally and externally

XIII. Installation of Air extractors and air vents

XIV. External Works

XV. Construction of manholes, septic tank, and soak way

XVI. Making good existing spoon drain and concrete apron

XVII. Drilling of borehole and installation of Water tank and Tank stand.

Duration of completion of work: The duration of completion of work or completion time shall be time specified in the work plan.

Clarification of Bidding Documents, Site Visit, Pre-Bid Meeting

Zambart shall hold a pre bid meeting on 22nd June2023 at time 14:00hrs at site Chipulukusu old abattoir, Ndola.

The Bidder’s designated representative is invited to attend a pre-bid meeting, if provided for in the Bid Documents (BDs). The purpose of the meeting will be to clarify issues and to answer questions on any matter that may be raised at that stage.

Minutes of the pre-bid meeting, including the text of the questions raised, without identifying the source, and the responses given, together with any responses prepared after the meeting, will be transmitted promptly to all Bidders who have acquired the Bidding Documents in accordance.

Any modification to the Bidding Documents that may become necessary because of the pre-bid meeting shall be made by Zambart exclusively through the issue of an Addendum and not through the minutes of the pre-bid meeting.

EXECUTION OF WORKS

Contractor’s understanding:- It is understood and agreed that the contractor has, by careful examination, satisfied himself as to the nature and location of the work, the conformation of the ground, the character, quality and quantity of the materials to be encountered, the character of equipment and facilities needed preliminary to and during the progress of the works, the general and local conditions, the labor conditions prevailing therein and all other matters which can in any way affect the works under the contract.

Commencement of works: The contractor shall commence the works within 5 working days after the receipt by him of an approved order and contract to this effect from Zambart and shall proceed with the same with due expedition and without delay.

Accepted Programme of work: – The contractor who has been awarded the work shall as soon as possible but not later than 7 days after the date of receipt of an approved purchase order in respect of the contract submit the detailed Programme of work indicating the time schedule of various items of works in the form of Bar Chart. The contractor shall also submit the names and details of the site project manager or focal contact person on the project. Further the programme of work amended as necessary by discussions with Zambart shall be treated as the agreed programme of the work for the purpose of this contract and the contractor shall endeavor to fulfil this programme of work.

Contractor to supply water for works: – the contractor shall be responsible for the arrangements to obtain the supply of water necessary for the works.

Contractor to arrange supply of Electric power for works: – the contractor shall be responsible for arrangements to obtain supply of electric power for the works.

Site Visit, Pre-Bid Meeting

The pre-bid site visit for the Bidders to examine the works and its surroundings and obtain full information that may be necessary for preparing the bid will be held by Zambart on 22nd May 2023 at time 14:00hrs at site Old abattoir, Chipulukusu, Ndola.
